SALIENT CHARACTERISTICS
1. Design. The lapping plate shall be new and of the manufacturer’s commercial design in effect on the date of the solicitation. The lapping plate shall meet the requirements specified herein and conform to current industrial practices. The lapping plate shall have three point bearing support or other suitable means to ensure maximum stability. Lapping plates sizes 8 by 8 inches and smaller shall be a solid construction. Sizes greater than 8 by 8 inches shall have diagonal cross ribbing or other means to ensure maximum rigidity.
2. Materials. Materials used in the manufacture of the lapping plates shall be either steel, iron, or a combination thereof, or fine grain grey iron castings.
3. Castings. All castings shall be of uniform quality, free from defects, scale, and mismatching. In no event shall such processes as welding, peening, or filling with cold solders or metallic pastes be used for reclaiming any casting.
4. Grooves. The working surface shall have grooves 1/16 inch wide 1/16 by inch deep, 1/2 inch apart in either a square or diamond pattern.
5. Accuracy. The accuracy of the working surface shall be such that no two points on that surface vary with each other by more than 0.0002 inch per linear foot of space separating the two points.
6. Hardness. The working surface shall have a Brinell hardness of not less than 170, when tested in accordance with ASTM-E-1O.
7. Surface roughness. The maximum roughness average of the working surface shall not be more than 32 mircoinches (uin), and the sides of the top shall be not more than 125 uin, when tested in accordance with ANSI B46.1.
8. Painting. All surfaces not machined shall be painted in accordance with the manufacturer’s standard practice and color.
9. Marking. The lapping plate shall not machined shall be marked in a permanent manner with the manufacturer’s name or trademark.
10. Covers. The lapping plate shall be furnished with a properly fitted wood or other adequate material cover to protect the working surfaces and edges during shipment and storage.
11. Workmanship. Workmanship of the lapping plate shall be or a quality equal to that of comparable products furnished to the commercial market.
Contractor certification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of this commercial item description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
