3. SALIENT CHARACTERISTICS
3.1 General requirements. The vise shall be new and one of the manufacturer's standard commercial designs. The vise shall consist of a body with a fixed jaw, a sliding jaw and a vise screw with a handle. The vise body, fixed jaw and sliding jaw shall be of cast iron or steel. The vise screw shall be of screw stock having not less than 60,000 pounds per square
inch (psi) yield strength and not less than 70,000 psi tensile strength. All parts shall be free of defects and blemishes which may effect the serviceability and appearance of the vise. All surfaces shall be smooth and free of sharp edges.
3.2 Type I, machine table, toolmaker's vise. The two sides of a type I vise shall be parallel to each other and parallel to the inside surface of the body jaw to within 0.0002 in. The two
sides shall be square with the inside of the slide surface bottom and back of the body jaw.
3.3 Type II, machine table, drill press vise. Unless otherwise specified (see 7.2), the base of the body of a type II vise shall contain a minimum of two bolt slots for mounting purposes.
3.4 Type III, machine table, quick-action vise. The body of a type III vise shall have a slot with serrations or a taper for the attachment of a nut to provide for quick action in opening
and closing the vise jaws. Unless otherwise specified (see 7.2), the base of the body of a type
III vise shall contain a minimum of two bolt slots for mounting purposes.
3.5 Type IV, machine table and bench mounting vise with swivel base. The type IV vise
shall be provided with a detachable, bench mounted, swivel base. The swivel base shall rotate
not less than 360 degrees in a plane parallel to the mounting surface. Unless otherwise
specified (see 7.2), the swivel base shall contain a minimum of two bolt slots for mounting
purposes. If required (see 7.2), the swivel base shall have graduated markings in inch-pound
or dual (inch-pound and metric) units 360 degrees in a plane parallel to the mounting surface.
4. REGULATORY REQUIREMENTS
4.1 Recycled, recovered, or environmentally preferable materials. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).
4.2 Environmental protection. The item shall meet all applicable Environmental Protection Agency restrictions in effect on the date of the contract. These regulations apply to the emission of materials hazardous to the environment or the user's health and shall be met during the manufacturing, service, transportation, storage, and operation/use of the item.
5. QUALITY ASSURANCE PROVISIONS
5.1 Product conformance. The products provided shall meet the salient characteristics of this commercial item description, conform to the producer's own drawings, specifications, standards, and quality assurance practices, and be the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance.
